In 2026, it's a procurement criterion that decides which suppliers make it through the first round of bidding for any UK public-sector tender or large corporate framework. This guide cuts through the marketing language and tells UK trade buyers which sustainability credentials actually matter — and which are noise.
The credentials that win contracts
Five credentials show up consistently in winning bids:
- FSC certification (Forest Stewardship Council, chain of custody): traceability of paper fibre back to responsibly managed forests. The default minimum.
- Recycled content percentage: minimum 70% post-consumer recycled is the threshold for premium green credentials.
- EU Ecolabel: lifecycle assessment plus emissions limits — a strong differentiator on bids.
- Carbon reporting (Scope 1, 2, and 3): increasingly required as line-level supplier data.

FSC vs recycled — which matters more?
Both. They answer different questions.
FSC tells the procurement officer: this paper came from a forest that wasn't trashed to make it. It's about source integrity.
Recycled content tells them: this paper didn't need a new tree at all. It's about resource efficiency.

The packaging dimension
Tissue itself is only half the conversation. Packaging is the other half, and where most "eco" claims fall apart:
- Polyethylene wrap is recyclable in some council streams but not others — check local schemes
- Paper-based wrap is recyclable everywhere but costs 8–12% more
- Cardboard outer cases should be FSC and minimum 80% recycled
- Pallets should be reused or returnable where logistics allow

Scope 3 emissions: the new procurement question

How to write a green tissue tender spec
If you're putting tissue out to tender, the spec language that gets you serious bids:
- "FSC certified or PEFC equivalent, chain of custody"
- "Minimum 70% post-consumer recycled content where specified as recycled SKU"
- "UK manufactured" (where applicable to your procurement policy)
- "Supplier to provide Scope 3 cradle-to-gate carbon data on bid submission"
