Hotel Washroom Supplies: What UK Properties Spec by Star Rating

Hotel washroom paper is one of the few procurement decisions where the guest genuinely notices the difference, but only in one of the two places you buy it for. Getting that distinction right is where the money is.

Guest rooms versus public washrooms

These are completely different specifications and should never be bought as one line.

Guest bathrooms: quality is visible

A guest touches this paper, and it forms part of the impression the room makes alongside the towels and the bedding. This is retail format tissue, not commercial jumbo, and ply matters. Three ply reads as considered. Thin two ply reads as cost cutting, and it is one of the details that appears in reviews.

Public washrooms: capacity is what matters

Lobby, restaurant, bar and conference washrooms are high traffic and largely anonymous. Guests do not evaluate the paper here, they evaluate whether it has run out. That makes this a capacity and refill labour decision, which means jumbo rolls in a locked dispenser.

A rough guide by star level

These are patterns we see across UK properties rather than rules, but they are a useful starting point.

  • Budget and limited service: two ply throughout, mini jumbo in public areas. The guest expectation is cleanliness and availability rather than luxury.
  • Three star and mid market: two ply or entry three ply in rooms, jumbo in public washrooms. This is where most properties over specify the public areas and under specify the rooms, which is backwards.
  • Four star: three ply in rooms as standard, often unfragranced. Jumbo 300m or 400m in public areas to eliminate refills during events.
  • Five star and spa: premium three ply in rooms, frequently a fragranced variant matched to the property scent profile. Public washrooms still jumbo, because capacity logic does not change with star rating.

Where hotels waste money

Three patterns come up repeatedly.

Buying one grade for everything. Usually this means a mid grade that is too good for public washrooms and not good enough for rooms. Splitting the specification almost always reduces total cost while improving the guest facing product.

Under sizing public washroom rolls. A 150m mini jumbo in a conference washroom during a 200 delegate event means a housekeeper refilling mid session. The paper cost difference between 150m and 400m is small. The labour difference is not.

Housekeeping considerations

Two practical points that affect the specification more than buyers expect.

First, storage. A pallet needs somewhere to live. Properties with constrained back of house sometimes need split deliveries rather than full pallets, which is worth agreeing with a supplier upfront rather than discovering on delivery day.

Second, core standardisation. If your public washrooms run a mix of 60mm and 76mm dispensers inherited from different refurbishments, housekeeping will eventually load the wrong roll.
